Prefeito de Santos solicita auxílio federal para combater o incêndio

Prefeito conversou com vice-presidente da República para pedir auxílio. Governo de São Paulo criou gabinete de crise para centralizar decisões.

O Prefeito de Santos, no litoral de São Paulo, Paulo Alexandre Barbosa, procurou tranquilizar a população da cidade com relação a uma possível evacuação por conta do incêndio que atingiu uma indústria no bairro Alemoa na última quinta-feira (2). Durante coletiva realizada no Paço Municipal neste sábado (4), Barbosa disse que as informações sobre uma possível retirada dos moradores não são verdadeiras e revelou que pediu ajuda ao Governo Federal.

O incêndio na empresa Ultracargo começou por volta das 10h da última quinta-feira (2) e atingiu seis tanques de combustível, sendo que, por volta das 18h deste sábado, quatro permaneciam pegando fogo.

 A temperatura no local chega a 800°C. Ainda não há um prazo para o término dos trabalhos. Até este sábado, os bombeiros utilizaram quatro bilhões de litros de água do mar.

Segundo os bombeiros, ninguém morreu no incêndio. Pelo menos 15 pessoas que trabalhavam no local, entre funcionários e bombeiros, precisaram de atendimento já que inalaram fumaça. Todas foram liberadas.

Barbosa pediu ajuda ao vice-presidente Michel Temer (PMDB) na tarde deste sábado (4), mas explica que a situação não piorou. 

“Conversei com o vice-presidente pedindo apoio do Governo Federal para mais instrumentos e recursos no combate ao incêndio. 

Tínhamos um caminhão da Petrobras, agora teremos mais três caminhões chegando, além de outros três equipamentos de auxilio. Serão sete caminhões no total. 

Na operação foram feitas reuniões periódicas e a ordem é recorrer a todos os recursos possíveis. O monitoramento naquele momento mostrou que não precisaria desses novos recursos, mas já não é a situação de agora, o momento mudou, o que não significa um agravamento”, explica.

Além do prefeito, participaram da coletiva o vice-governador de São Paulo, Márcio França, os secretários de Segurança e Meio Ambiente, além de representantes da Cetesb e Defesa Civil. 

De acordo com o chefe do Executivo de Santos, os tanques com componentes químicos, que oferecem algum risco, foram inertizados, ou seja, foi aplicada uma solução química para inibir os efeitos desse produto, que poderia causar novas explosões.

O prefeito também fez questão de salientar o controle da Companhia Ambiental do Estado de São Paulo (Cetesb) com relação a poluição na cidade.

 “A Cetesb está fazendo o monitoramento continuo na qualidade no ar, no entorno do incêndio e em outros pontos da cidade. 

Até o momento, não há registro de prejuízo na qualidade do ar. Isso está consignado nos relatórios do órgão”, explicou.

O Governo do Estado de São Paulo instalou neste sábado (4) um gabinete de crise para acompanhar e tomar providências com relação ao incêndio. Fazem parte do gabinete o vice-governador de São Paulo, Márcio França, os secretários Saulo de Castro (Governo), José Roberto Rodrigues de Oliveira (Casa Militar), Alexandre de Moraes (Segurança Pública) e Patrícia Iglecias (Meio Ambiente), além do comandante do Corpo de Bombeiros, Marco Aurélio Alves Pinto, e do subsecretário de Comunicação, Marcio Aith.

Segundo o vice-governador, a criação do gabinete de crise foi um pedido do governador Geraldo Alckmin.

 “A função desse gabinete é centralizar as decisões durante 24 horas por dia. Queremos integrar as três esferas de comando do governo”, explicou.

De acordo com a Defesa Civil de Cubatão, as equipes de plantão estão monitorando o município, já que as chamas e a fumaça estão direcionadas para a cidade. Nesta sexta-feira (3), duas pessoas acionaram as autoridades reclamando de fuligem na região do bairro Jardim Casqueiro. As unidades de atendimento de saúde emergencial da cidade não receberam nenhum caso relacionado a possíveis efeitos da fumaça do incêndio.

A Secretária do Meio Ambiente, Patrícia Iglecias, alertou a população sobre a aparição de peixes mortos na região. Apesar de não poder afirmar se existe uma relação entre os animais e o incêndio, ela recomenda que a população não consuma os peixes.

Desde a noite de sexta-feira, a Prefeitura de Santos envia mensagens via SMS ou por voz para 466 mil celulares e telefones fixos cadastrados junto a administração municipal. Na mensagem, os moradores eram avisados que o incêndio no bairro Alemoa estava sob controle e que a Companhia de Tecnologia de Saneamento Ambiental monitora permanentemente a qualidade do ar, além de avisar que o incidente não oferecia riscos à população.

O comandante da operação, Wagner Bertollini Junior, salientou que os tanques possuem um sistema para retirar o combustível, entretanto ele não funcionou. Alguns tanques chegaram a derreter por causa do calor. Os bombeiros usam água e espuma para amenizar a temperatura.

 “Os sistemas foram danificados e os tanques não estão podendo ser esvaziados por baixo. Então eles estão em uma situação quase que surreal porque eles continuam cheios em volta de um tanque pegando fogo. Essa que é a nossa grande dificuldade”, diz.

O acesso de embarcações às áreas ao redor do incêndio na Ultracargo teve que ser limitado após o fogo se alastrar. 

“Os terminais de Santos próximos do incêndio estão fechados e o canal que dá acesso aos terminais de Cubatão também foi bloqueado por motivos de segurança, já que ele é estreito”, conclui o Capitão da Marinha Ricardo Gomes.

Resfriamento de tanques
Segundo os bombeiros, o foco dos trabalhos é no resfriamento dos tanques que ainda não foram atingidos. A temperatura média no foco principal do incêndio gira em torno dos 800ºC. Por causa do calor, os bombeiros ficam a uma distância de 100 metros do local das chamas para fazer a contenção do fogo. A água não é direcionada para as labaredas, já que o líquido evapora antes de atingir o chão por causa do calor.

A internauta Josilayne Carvalho registrou uma das explosões no local (veja o vídeo abaixo). Por volta das 18h10 de quinta-feira, uma nova explosão causou correria entre profissionais da imprensa e bombeiros, que precisaram se reposicionar.

A Companhia Docas do Estado de São Paulo (Codesp) informa que a área atingida fica fora do Porto e que enviou a sua Brigada de Incêndio da Guarda Portuária para ajudar no combate ao incêndio. Já o Corpo de Bombeiros afirma que equipes do Serviço de Atendimento Móvel de Urgência (Samu), da Defesa Civil, da Sabesp e da Polícia Militar também acompanham os trabalhos.

Por causa do incêndio, a entrada do Porto de Santos, pela Via Anchieta, foi fechada. Seis navios que estavam atracados nos dois terminais próximos ao local do incêndio interroperam suas operações e foram retirados da região. Uma empresa, que fica a 2 km do local do incêndio, emitiu alerta para os funcionários deixarem a área devido ao risco de serem atingidos por destroços caso haja uma grande explosão.

De acordo com apuração da reportagem, 93 bombeiros trabalham no local, com apoio de 22 viaturas, sendo que oito delas foram enviadas da capital paulista.

A empresa
O local onde ocorre o incêndio abriga 175 tanques de capacidade de até 10 mil m³, cada um, em uma área de 183.871 m².

 A Ultracargo possui 58 tanques, com capacidade de até 6 milhões de litros, e armazena produtos como combustíveis, óleos, vegetais, etanol, corrosivos e químicos.

Serious reports of Sexual Harassment suffered by the Brazilian police 

  

Research says 40% of officers have suffered sexual or moral harassment

Most of the time who harasses is a superior within own corporations. Only 11.8% of women in police denounce abuse.

Their job is to protect the people. But, often, they are the ones who need protection. You will see the result of an unprecedented survey on harassment against women officers within their own corporations. Are dramatic accounts.

Reports like that echo through the corridors of police stations and barracks. Women police officers harassed by other officers. So often, the cases became subject of an unprecedented search of the Brazilian Forum of Public Security and the Getúlio Vargas Foundation.

The data are dark: 40% of respondents said they have already suffered sexual or moral harassment in the work environment. Most of the times who harasses is a superior. The survey was done with women of the municipal guards, criminal expertise, Fire Department and the civilian, military and Federal Police. All anonymously. Not for nothing. The survey also showed that only 11.8% of women say they suffered abuse.

“Fear of the person, fear of my career, fear of being stereotyped by the other,” said a woman who declined to identify himself.

Few dare to show his face. As Marcela and Katya. This week, they were with other two colleagues on the Commission of Human Rights of the Legislative Assembly of Ontario to talk about harassment who say they have suffered.

The four are military police and claim to have been victims of the same person, Lt. Witaya Parnandi.

NEW YORK (CNN) — Two undocumented workers from Mexico and one from Ecuador have reached court settlements in recent weeks for a total of $3.85 million in damages for New York construction-site accidents, an attorney for the men announced Wednesday.

“All three cases involve construction and terribly unsafe working conditions”

“We’re here today to re-emphasize — as we have in the past — to the Latino community and all undocumented workers that they have the same rights once they’re on the job as any New York citizen.”

The attorney, Brian O’Dwyer, said in a news Conference.

A 33-year-old undocumented plumber from Mexico who was scalded by an exploding pipe at a Wall Street construction site in 2004 settled his damage claim for $2.5 million, according to a statement given to reporters at the news conference. The married father of two, who says he still has nightmares from the accident, hopes to open a restaurant or bar with the settlement money, his cousin told reporters.

In a separate statement, owners of the Wall Street site said only that the injured plumber was “employed directly by [the] contractor and not by the owner of the property nor the managing agent.” Reached through a public relations firm, a spokesperson for the contractor, Swig Equities, had no comment.

Another undocumented Mexican worker suffered severe injuries to his left foot and other parts of his body when a steel beam fell on his lower body at a building site in downtown Manhattan, the news conference statement said. The 52-year-old settled his damage claim against Beway Realty Corp. and F.J. Sciame Construction Co. Inc. for $750,000, according to the statement.

David Koeppel, a managing member of Beway Realty, said he was not familiar with the case. F.J. Sciame Construction, the site’s contractor, did not respond to inquiries.

A 36-year-old Ecuadorian laborer who worked at the Arverne by the Sea community in Queens — a neighborhood The New York Times has called a “bright spot” in the housing market for its strong sales and low foreclosure rates — settled a damage claim for $600,000, the news conference statement said.

He was injured when three large 44×10-foot trusses, each weighing 200 pounds, collapsed onto him in August 2007, fracturing his hip and causing other injuries, according to the statement.

The father of three, who had worked in construction for more than a decade and owned his own company at the time of the accident, said he was very sad after the accident because he did not know how he would support his family. His two sons, now 7 and 8, and his 16-year-old daughter were all born in the United States.

“The contractor tried to blame me,” he said at the news conference, speaking in Spanish. What message would he give other workers? “Don’t be afraid to talk to a lawyer.”

Although he had not yet recovered enough to resume construction work, he hopes to use the settlement money to build a home for his family in New Jersey.

Messages left for The Beechwood Organization, developers of Arverne by the Sea, were not returned.

Joel Magallan, executive director of Asociacion Tepeyac, an immigrant advocacy group, said that while construction work is often dangerous, undocumented workers are likely to work at sites that lack safety equipment and OSHA regulation compliance.

“This is a great day for the undocumented immigrants”

Magallan said

“They have to know today that they have rights — the same rights as other workers who are U.S. citizens or permanent residents.”

“Many workers are threatened by their employers with deportation or discharge if they bring their cases to court”

O’Dwyer said

“What we find normally on work sites in New York is that deaths occur to the undocumented far out of proportion to their work in the workplace, and that is because of the fact that they just do not receive the safety protections” he said

In 2005, O’Dwyer won a historic $4 million settlement for a 33-year-old Mexican worker who had fallen 30 feet in a scaffolding accident in the Bronx. The injured worker, who was hospitalized for four weeks and underwent seven surgeries after the 2001 accident, told CNN on Wednesday that workers — documented or undocumented — should not to be afraid to stand up for their rights.

Although it is illegal for an employer to knowingly hire a worker who is undocumented, according to the New York City Mayor’s Office of Immigration Affairs, if an undocumented worker is hired by an employer, he or she then has the right to be paid minimum wage and overtime, the right to health protection and workplace safety, and the right to organize to improve labor conditions.

“Each of these men was injured in the course of their work on construction sites, and their immigration status was irrelevant to their right to seek redress for those injuries

O’Dwyer explained in a statement:

“Enforcing laws requiring a safe workplace serves the interests of all Americans, whether they are citizens or not.”

The men involved in the settlements said they chose to remain anonymous to protect relatives outside of the United States, who could become the target of kidnapping schemes if knowledge of their settlements became public.
