Rio 2016 Olympics! Institutions sign Protocol for the reduction of accidents

To prevent work-related accidents, the example of what happened in the Arenas of the World Cup in 2014, the Fundacentro and construction workers international and wood (ICM), signed on 27 March, the launch of safety and health at work – 2016 Olympics, Rio de Janeiro-RJ.

The initiative broke the international body, represented in more than 130 countries, with headquarters in Geneva. ICM represents 12 million workers in the sectors of construction and wood chain. In the Latin America and Caribbean, ICM has as a regional representative, Nilton Freitas, former President of Fundacentro, who in one of his spells at Brazil in late 2014, told the importance of involving the Fundacentro in prospective studies that may assist in reducing accidents at work, in order to avoid incidents during the construction of arenas in the World Cup.

One of the points made by Nilton on a chat held with the Social communication Advisory of Fundacentro was the complexity of the tasks performed by workers in the works considered “megaobras”, in addition to the poor quality of materials used and the exiguity of the time. For the regional representative, it is crucial to understand how the dynamics to be used during the works of the Olympics and how to manage 60 thousand workers.

“The Fundacentro is an institution of excellence that can contribute to a national and international repercussion for the Olympics in the prevention of accidents,” he points out.
According to the representative, the Brazil overcame South Africa in number of deaths recorded in the works in the Arenas built for the World Cup. Already in the works for the Winter Olympics to Sochi, in Russia, died more than 60 workers. In the 2012 London Olympics there were no deaths.
Freitas highlights that the launching of the OSH Protocol will meet in a first moment, unions of works, and from Exchange of information on working conditions, the training to be given to workers and the issues related to safety at the workplace, is that negotiations will start in each location. For him, the Protocol in Brazil have strength, since the Trade Union Central 4 are affiliated to the ICM.

Another factor pointed out by Freitas is that the Olympic village is built with certified wood, in order to contribute to the sustainable use in cutting and processing of same, also contribute to decent work, campaign that is being conducted by ICM.

In preliminary research report of accidents in construction of arenas of the 2014 World Cup, presented by the engineer, researcher and head of the technical sector of Fundacentro in Rio de Janeiro, Maria Christina Felix and Mauricio José Viana da Fundacentro of Pernambuco, were identified as major causes of accidents, factors associated with the lack of compliance with the NR-18, excessive journeys, tight deadlines, lack of efficient management and effective in OSH.
In the study, of 12 seats where the World Cup was held, 14 deaths occurred. The main causes that led the 14 workers died were associated with the fall of slab, cardiopulmonary arrest, crossing for accommodation, electrical shock, fall from beam, crane fall and fall of bleachers.
As a methodology, Fundacentro engineers raised data published in the press, reviews of accidents made by unions, companies and entities and conducting interviews with injured or workers who witnessed the accidents.
In the technical recommendations of the study presented on accidents during the World Cup and that will serve for the Olympics, the engineers highlight the need for better working conditions in the construction sector, tripartite campaigns articulated, including supervision, training, monitoring and immediate responses in the occurrences, OSH program deployment and greater management and responsibility regarding working environmentsby treating the OSH issues broadly and inserted in a risk management program.
The launch

The release of the Protocol for safety and health at work – 2016 Olympics, Rio de Janeiro-RJ, will be held on March 27, in the Auditorium of the Regional Superintendence of Rio de Janeiro, located at avenida Presidente Antonio Carlos, 251-12th floor.

In the event, will be present to President of Fundacentro, Maria Amelia Gomes de Souza Reis, who will sign the Protocol and will represent the Minister of labour, Manoel Dias, Laís Abramo, Director of ILO/Brazil, Sergio Paiva, Rep SECONCI-RJ, Ambet Yuson, Secretary General of ICM and members of trade unions from RJ.
